Expert-Driven Development is a four-layer framework that turns subject-matter experts into AI-fluent builders who create, document, and scale institutional tools for their organizations.

Train

Develop AI-fluent builders. Teach personnel how to communicate with AI tools effectively so they can turn domain expertise into working software.

Build

Create institutional tools using AI. Personnel build real applications that solve real problems in their units, using AI as the development accelerator.

Document

Ensure continuity and replication. Every build is documented so others can maintain, modify, and learn from the work after the builder moves on.

Spread capability organically. Trained builders teach others, and proven tools get adopted across units without top-down mandates.

  1. Read the SOP. Understand the framework, the approval process, and what a good project proposal looks like. Read the Standard Operating Procedure.
